A role model distinct from participant identity (ADR 0011 / 01 §5.2), the seven human controls this roadmap named with no owning surface, and every state-changing action's audit-emission seam — honestly marked where the underlying capability is real (the kill switch is now genuinely durable and cross-instance, backed by Postgres's own killed_products table, not a per-process file) and where it is a clearly-labeled stub standing in for an epic that has not landed yet.
